The course discusses aspects of public finances and relevant decision-making process in the legislative and executive government and current economic condition. Taxes are not only the basic revenues of the country but also a tool for development of different fields of economy. The course allows students to get acquainted with the criteria for effective tax system and introduces aspects of Georgian Tax Code. The course aims at providing full information about international human rights regimes. The course underlines civil and political rights, including human rights protection systems of UN and European Council. The course is based on the materials taken from the Universal Declaration of Human Rights, the International Agreement on Civil and Political Rights and the European Convention on Human Rights. The course also discusses minorities’ rights. The course conveys discussions about human rights’ tools, current conditions and aspects of their realization in the framework of international law. Besides, the course introduces comparative analysis of international and regional systems including relevant legal systems.

The course aims at representing basics of world politics and the history of diplomacy. The course conveys major theories of international relations starting from the ancient schools up to the modern trends. Students discuss major historic events, biographies of the well-known politicians, studies of various scientists and thinkers. The course discusses politics as a philosophical phenomenon. It also discusses the idea of great strategies on the example of the international experience and the military strategies of super powers. Part of the course is devoted to understanding current political and economical situation.

- Cultural heritage (Tsira Elisashvili)
The course aims at providing information to students about the problems, nature and reasons in the field of cultural heritage protection. The course includes international and national laws concerning the problem, analysis of current situation, the role of the central and local government in the process of urban cultural policy formation, discussion of the world experience and similar examples, recommendations about creating the structure for cultural heritage protection. As an example the course discusses Old Tbilisi problems, as it depicts the problems of all historic cities.

The course introduces concrete quantitative methods, which are used in the policy analysis process. Students learn tools for data analysis, fundamental issues of statistics and econometrics, analysis of decision-making process and principles of the Game Theory. The course is divided into 3 parts: First part covers making projections based on the current data, second part encompasses tools for selecting the most optimal one from the existing alternatives and the third part discusses decision-making process in uncertain conditions. Students investigate political problems by data analysis, reveal relations between current events and determine possible future development of the events.
