School of Government and Ministry of Culture of Georgia
Sign Memorandum of Understanding
On March 18th
the School of Government of the Georgian Institute of Public Affairs
and the Ministry of Culture, Monument Protection and Sport of
Georgia signed a Memorandum of Understanding. Mr. Nikoloz Rurua,
Minister for Culture of Georgia, visited GIPA especially for this
occasion.
According to
the Memorandum, the Ministry of Culture and GIPA will be undertaking
joint initiatives on different matters. The School of Government
will take care of the further education of the Ministrys staff
through special trainings, as well as provide to the Ministry books
and other literature published and translated by the School. GIPAs
students and experts will engage into the work of the analytical
group of the Ministry of Culture and carry out researches on the
issues pertinent to it. The Ministry of Culture, in its turn, has
pledged to see for the internships for the students, provide
consultancy according to the needs of the Schools as well as support
scholarships for the outstanding students.
On the
signing ceremony, Mr. Rurua underlined the importance of the
mentioned Memorandum and expressed hope that the cooperation between
the School of Governance and the Ministry of Culture turn out to be
successful. He also spoke about the significance of the master level
programs at GIPA and those successful alumni of the Institute that
work in public sector today.
The
Memorandum of Understanding was signed by Mr. Nikoloz Rurua and Ms.
Maka Ioseliani, Dean of the School of Governance.

French TV Journalist Master Classes for GIPA Students
Olivier
Michel, French journalist, reporter and anchor, recently finished
his classes in advanced TV News at GIPA. The intensive course went
on for two consecutive weeks and involved second year master's
degree students at the Caucasus School of Journalism and Media
Management at GIPA. The course used hands on, teaching through
practice approach where the students had t actually prepare as in a
real time studio environment.
The training
for GIPA students has become possible through the partnership with
Canal France International, a French player for international
cooperation in the field of media.
GIPA MA in
Journalism and Media Management is an English Language program aimed
at teaching the best practices of free media not only to Georgian
students but also young prospective journalists from Armenia,
Azerbaijan and Kazakhstan.

GIPA Students Meet with Catholikos Patriarch of Georgia
On 12 May GIPA students Giorgi Gogorishvili, Temur Tordinava, Tatia Bochorishvili, Sopo Kandelaki, Gia Zakaraia and Giorgi Gurgenidze met with Catholikos Patriarch of Georgia Ilia II. The meeting lasted for 40 minutes and concerned the issues of Georgia-Russia relationships, conflicts in Abkhazia and South Ossetia, Georgia’s integration to NATO, possibilities of Constitutional Monarchy in Georgia and other important problems.

Football Winners Awarded

On Saturday, May 24th GIPA students and staff gathered to award the Champions of the GIPA Football Tournament – Public Administration students team who won the final match against the General Management squad in a tight fight that led to penalties. Black and white party was organized for the occasion, and a fancy cake in the form of the football field with an enormous chocolate ball in the middle was a delight.
To crown the festive mood, famous Georgian internationals – brothers Revaz and Archil Arveladze – came especially to award the winners with their diplomas of honor and champion’s cups.

Ms. Colleen Graffy Lectures GIPA Students
On April 8 the Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs Colleen Graffy visited GIPA and gave a lecture on “What is America’s Role in the Global Community?”
At the beginning of the lecture Ms. Graffy talked about her student years and her teaching experience in the University of London. Later, the lecture turned an interactive event with students participating in the discussion about the issues of public diplomacy strengthening the image of a country abroad. Ms. Graffy answered many questions of the GIPA students about Kosovo question with regards to the conflict in Abkhazia underlining that Kosovo independence cannot form a precedent for Abkhazia. Questions were also about independence of media, Georgia’s aspirations to NATO, etc.

Sustainable Development in Globalized World
On April 1st George W. McGurn, the President American Associates for Democracy in Georgia, carried out a lecture entitled “Is Sustainable Development Possible in the Globalized World?” especially for GIPA Students and staff.
George McGurn is an internationally recognized Professor of Management and innovative entrepreneur in transitional economies. During the last 30 years he has established an international reputation due to his professional commitment and contributions to advance research, teaching and management expertise in universities (such as Moscow State University, Boston University’s School of Management, etc.), major international development projects, and conflict resolution situations. At different times advised the European Bank for Reconstruction and Development, the World Bank and international donors. |
Mr. Giorgi Gabashvili Meets GIPA Students
On March 6, Mr. Giorgi Gabashvili, Deputy Head of the Administration of the President of Georgia, visited Georgian Institute of Public Affairs and met with students. During an hour and a half meeting, Mr. Gabashvili spoke about work and structure of the Administration of the President, as well as future parliamentary elections. He also told the students about the work that the Minsitry of Culture, Sport and Cultural Heritage for the rehabilitation of the Old Tbilisi districts and for the development of Georgian culture in general.

British Ambassador at GIPA
On February 21 HE Denis Keefe, the Ambassador of Great Britain to Georgia and Mrs. Denis Keefe visited Georgian Institute of Public Affairs. Mr. Keefe has already been in Georgia for 10 month and speaks Georgian very well. The Amabssador told GIPA students about the work and priorities of the British Foreign Service. He underlined especially conflicts in the Caucasus and stressed that one of the major priorities of British foreign policy is the support for the peaceful resolution of the frozen conflicts. Students asked questions mainly about recent presidential elections in Georgia and the influence of Kosovo’s independence over Georgia. HE Keefe mentioned that Kosovo’s independence should not be viewed as a precedent for Abkhazia and South Ossetia. |
Gudauri Ski Tournament
After heavy snows and bad weather, Gudauri starts hosting traditional ski contests. The first tournament on the list was organized by the Georgian Institute of Public Affairs on February 23.
This tournament has already become a traditional event, where students, members of stuff and administration of the Institute, journalists and representatives of donor organizations and GIPA partners compete for the title of the best.
The tournament reveals 6 best skiers – 3 women and 3 men. This year a GIPA student Naniko Kldiashvili showed the highest result amongst females. Between men Giorgi Galogre of TBC Bank, main sponsor of the event, was the fastest. The participant showing the worst result was awarded with a consolation prize – ceramic teapot. This traditional souvenir went to 12-year-old Giorgi Mosidze.
This year GIPA Ski tournament was supported by TBC Bank, which fully covered the expenses for the awards. The companies Kazbegi and Samgori provided drinks for the participants. |
NATO Day at GIPA
On February 11, especially for GIPA students, Information Center on NATO organized a seminar dedicated to North Atlantic Treaty Organization. The guest speaker for the event was Mr. Irakli Menagarishvili, former Foreign Minister of Georgia and now the Head of Atlantic Council of Georgia. Mr. Menagarishvili spoke about the current issues concerning Georgia-NATO relationship as well as the events and concerns that are high on NATO’s agenda with the upcoming Summit in Bucharest. He also touched upon Georgia’s prospects to join the NATO Membership Action Plan (MAP). Mr. Menagarishvili discussed in details the work to be carried out by Georgian Government to attain the standards necessary for this step in military and security spheres as well as in political and economic transformation of the country.
Finally, Mr. Menagarishvili answered student’s questions that concerned the frozen conflicts in general and in Georgia in particular, Russia’s position about Georgia’s aspirations to join NATO and so on. The students asked Mr. Menagarishvili to organize similar event after the Summit in Bucharest to discuss the influence and significance of the decisions to be taken on this meeting. |
New Course – Principles of Development Activities
On February 12 GIPA together with the companies ARCI, CI&D Architects and GEOGraphics hold a presentation of the new course of lectures in Principles of the Development Activities.
Since the Development is of an immense importance for the municipal development of the country GIPA thought it fit to add this course to the curriculum of the future public servants. It will first become part of the certified course in Urban Management and later will add up to a list of core courses of the MA ჵrogramme in Local Governance.
It is notable that the companies active in the field developed the course based on the western experience especially for GIPA. |
Zurab Nogaideli Will Lecture GIPA Students
Former Prime Minister of Georgia Mr. Zurab Nogaideli will lecture Masters’ students of the Georgian Institute of Public Affairs
in the coming term.
Mr. Nogaideli started his carrier in politics when he was elected MP and headed Parliamentary Committee for Environment and
Protection and Natural Resources. He was appointed Minister of Finance of Georgia twice in 2000-2001 and 2003-2005 and finally
headed the Cabinet of Ministers of Georgia in 2005-2007.
The Prime Minister has led reforms which have catapulted Georgia from a ranking of 112 to 37th place in the World Bank Group’s
2007 global rankings on the regulatory ease of doing business. GDP grwoth in Georgia in these years were 9.6% in 2005 and 9.4 %
in 2006, making Georgia one of the fastest growing economies in Easter Europe. Significant changes in tax collection due to
taxation reforms, and reforms for improving business environment in Georgia are also noteworthy.
The World Bank Group and the U.S. Agency for International Development has honored Zurab Nogaideli, Prime Minister of Georgia,
as top business environment reformer of the year 2007. |
