Ms. E. Poythress Elizabeth Poythress visited GIPA on November 28 and held the lecture on the theme - HR management and policy development. Mrs. emphasized the role of the HR management in policy development.

Graduation Ceremony 2005 On November 18, 2005 Georgian Institute of Public Affairs (GIPA) graduated 49 Georgian, Azerbaijani and Armenian students, who had completed master's degree studies at GIPA's School of Government and Caucasus School of Journalism and Media Management. The Rector of the institute, Mr. Giorgi Margvelashvili as well as the deans of the SG and JS, Mrs. Maka Ioseliani and Mrs. Maia Mikashavidze greeted GIPA alumnae, members of the Georgian government and other honorable guests. The graduation ceremony was held in the small hall of Tbilisi State Conservatory.

Ms. S. Zurabishvili Salome Zurabishvili, Ex-Minister of Foreign Affairs was hosted by GIPA on November 11. Mrs. Zurabishvili informed the audience about future career plans and discussed the present political situation in Georgia.

Mr. N. Vashakidze Nick Vashakidze, GIOC President, one of the successful graduates of GIPA held a meeting with the students of GIPA on October 27, 2005. Mr. Vashakidze emphasized gained knowledge played great role in building his successful career. Mr. Vashakidze made some comments on advantages and disadvantages of Georgia being the oil transit country and remarked that after the researches have been carried out there is high possibility of discovering the great Black Sea oil supply, which will serve as a great promotion of Georgia.

Mr. I. Chogovadze Minister of Economic Development of Georgia - Mr. Irakli Chogovadze visited Georgian Institute of Public Affairs on October 25, 2005. He made short assessment of ongoing economic events in Georgia. And discussed current and previous privatization process issues on reflection of student's questions. Mr. Chogovadze also emphasized the fact that some new steps are going to be made to serve an advantage of attracting investments into the development of regional industry.

Mr. R. Simmons On October 25, NATO ambassador to the Caucasus region Robert Simmons came to GIPA and gave a wide-ranging talk and press conference on the current and future relationships between NATO and the three countries. NATO has been cooperating on an Internet news site project under the supervision of CSJMM faculty members McPhillips and Vashakmadze.

Mr. Robert Nef On October 20, 2005 Local Government Administration Master's Program students hosted Mr. Robert Nef, Head of Liberales Institute, the first truly independent NGO and Think Tank in Switzerland. A number of issues such as freedom and autonomy, decentralization and promotion of local governance, were raised at the meeting.

Mr.K. Kublashvili GIPA hosted Kote Kublashvili, Chairman of the Supreme Court on October 14, 2005. He said that one of the main purposes to transmit to the democratic state is to create an independent and unbiased judiciary system. The guest speaker made an n emphasis to the specific skills of judges, which are to be taken into the consideration while selecting them from a wide number of candidates. Being a good lawyer does not mean being a good judge. A lot of efforts are made to train judges to establish the system of selecting them in a fair way.

The topics were dealing with the relation of judiciary branch with other branches of authority. The guest speaker in an interesting and warm atmosphere conducted the meeting.

Ms.R. Richardson On October 3, GIPA café hosted the ex-Minister of the Finance (New Zealand), Ruth Richardson. The guest speaker emphasized that elected officials of the public sector are responsible to the citizens for the provision of efficient and quality services. The attention was paid to the concept of "independence" which can be considered as a platform on which the state is able to build. Free economy. Georgian government for supporting and consulting the reform processes in Georgia has invited Mrs. Richardson. The crucial point is that all reforms are to be managed in a high quality matter. She also underlined that modern human resources management and modern financial resources management are items to which a great attention must be paid.

Mr.A.Steiner On September 30, 2005 GIPA hosted Michael A. Steiner, Senior Mathematical Statistian of the U. Department of Agriculture. Guest speaker underlined that USA try to help Georgia in the process of improving statistical informational databases. In general Statistical information is necessary as a basis for making s decision. Mr. Steiner talked about the ways of gathering statistical information, the system of statistics, which is not similar for each particular country. He mentioned that there is two kinds of systems, so called centralized and decentralized; both have their own advantages. As for Georgia it has centralized statistical system, which has been reorganized and now is called the department of statistics, which is the part of the Ministry of Economical Development. At the end Guest speaker thanked the administration of GIPA.

Local Government Administration Program Graduates, members of Local Governance Professional Network hosted Mr. Vano Khukhunaishvili, Deputy Chairman of Regional Policy, Self-Government and Mountainous Regions Committee of Parliament of Georgia. Mr. Khukhunaishvili familiarized the participants with draft laws concerning self-governance elaborated by the Committee. The draft laws will be officially discussed in the Committee in November 2005. Heated debate arose over acceptability of the draft laws and several issues concerning relations of central government and self-governments in Georgia.

Mr.K.Kemularia Mr. Kote Kemularia, Minister of Justice was invited to SG on the 27th of September. Guest speaker discussed several criminal topics, such as the reforms conducted in criminal law, civil law, and penitentiary law enforcement. The guest speaker mentioned that significant steps have been taken towards establishing of the Institute of advocators (attorneys) in order to make it independent one.

The great attention was paid to the police patrols reform, which is being considered as one of the most successful. It was noticed that new generation police officers are given high salaries; they are well equipped, which causes the reduction of corruption and establishing the tendency of getting people back to the police. The meeting was going on in an interesting and warm atmosphere.

On September 23 Local Government Administration Program Graduates, members of Local Governance Professional Network met Tengiz Shergelashvili, Chairman of Young Economists Association of Georgia Executive Council. Mr. Shergelashvili familiarized the graduates with a number of draft laws concerning self-governance, which are opposite version of draft laws elaborated by the Regional Policy, Self-Government and Mountainous Regions Committee of Parliament of Georgia.

CSJMM Students are back from international internships Eleven advanced students from J-school start their school year with new exciting experience gained from their international internships. They practiced working in broadcast and print media in Holland, France, Czech Republic and Russia. Among the media they worked with are: Television and Radio Company Omrop Frysl, Radio Free Europe/Radio Liberty, Radio Echo Moskvy, Ren - TV, TV Mir and a newspapers Moi Raion.

CSJMM Students are back from international internships J-School students had possibility to work in international environment and apply western journalism standards acquired in the academic program of the school.

They observed the journalistic routines at the popular broadcast (television and radio) and print media's newsrooms so that they learned how daily decisions are made and programs composed; how news stories are planned and prepared.

They believe that internships will strongly facilitate to their success in the profession.

Besides hard work in the newsrooms, students had a lot of fun and enjoyed being in foreign countries.

In September five more students will have internships in Russia and Poland.

Ms.Tatia Khurtsilava Tatia Khurtsilava from CENN (Caucasus Environmental NGO Network) was invited by SG on July, 27. Guest speaker and students touched different topics, but among them the attention was mostly paid to student's environmental project. She briefly presented the aims of the above mentioned project. They are:
a) Active involvement of students in the process of making decisions dealing with protection of environment
b) Enhancing the effectiveness of solving problems connected with environmental protection
c) Enhancing the quality of priority of environmental issues at each level
d) Creating interest in population in order to get more information about environmental issues
The meeting was going on in an interesting atmosphere.

Mr.M.Kelleher On July13, SG students hosted Michael Kelleler, Country Director of National Democratic Institute for international affairs. The aim of NDI is to promote democracy. This institute does the following things:

1) It works with women leaders
2) It consults with parliament in different issues
3) It is involved in ISFED (international society for fair elections and democracy)

He estimated the level of democracy in Georgia as a little bit better than it was before the "Rose Revolution". Michael Kelleler underlined that "Politics is about learning and adapting, so one never should stop learning", it's important to take into consideration that civil society and human rights should be respected.

The students seemed to be interested in such issues as: economic and democratic development, the system of good governance, the status of Adjara's autonomy, etc.

Guest speaker mentioned that he is interested in Georgia's culture and history and cares much about what happens in Georgia.

In May 2005 repair works have been conducted in the cafe of the institute. Walls and floor have been painted, new pieces of furniture and accessories delivered and placed. Students of Public Administration Program took active part in repair works. The renewed cafe will continue to be favorite meeting place for students, teachers, administration and guests and a hosting place for meetings, discussions, press-conferences and parties.

GIPA Champions On July 2-3, 2005 Alexander Dolidze MPA student organized billiards tournament in the club - "Universe". Billiards club "Universe" was quite gripping during the two-day competition. The aim of the tournament was to create tight relationship among the students of various faculties, alumni and administration and discharge them from their busy schedule.

Three top players were awarded after the two-day competition:
Eldar Topchi - gold medal,
Giorgi Tsitskishvili - silver medal,
Lasha Abashidze - bronze medal.

Mr.G.Papuashvili_1 SG students hosted Giorgi Papuashvili, the minister of environmental protection on July 1. The guest speaker mentioned about 256 NGOs, which carry out actions (events) in this field. He marked out two main directions - the protection of environment and the natural resources, which are in the prerogative of the abovementioned ministry. He said some words about the reorganization of the ministry of environmental protection.

Giorgi Papuashvili underlined that the institute of environmental protection's inspectory would be established in the nearest future, the mines would be handed over by the way of auction, the problem of dust-heap would be solved as far as possible. It's worth noticing that the great attention will be paid to ecotourism (ecological tourism). Questions asked by students were dealing with the important issues existing in the protection of environment.

Mr.G.Svanidze Gocha Svanidze, the head of the company "Svanidze and the Company" visited the SG on June 30. During the introduction he spoke briefly about his company which is estimated by the society as a successful one.

The active topic discussed at the meeting was about the establishment of the institute.

The students showed interest in such topics, as the system of arbitration, which is the alternative form of justice, the process of establishing the institutes, which will prepare advocates, the issues of the privatization of land etc.

The meeting was evaluated as a useful source of getting information in this field.

Ms.A.Dolidze SG students hosted Ana Dolidze, the Head of Georgian Young Lawyers Association, who discussed different interesting topics with the students. Among them worth of noticing are the elections of the City Mayor, the reforms, which are going to be held at prisons, the Court System, etc. Two ways of holding the city mayor elections were singled out direct and indirect, and some negative sides of indirect way were mentioned. The meeting was going on in an interesting atmosphere and students were motivated to be actively involved in the discussions.

Mr.N.Rurua Nick Rurua the Member of Parliament visited the School of Government on June 21, 2005 and had very interesting discussion concerning to the jury institution and military issues. Nick Rurua donated the book - "Oversight and Guidance: the relevance of parliamentary oversight for the security sector and its reform" to the GIPA library.

Mr.A.Aleksishvili Aleks Aleksishvili, Minister of Economic Development, visited the School of Government on June 16, 2005. Several important topics were discussed at the meeting. Mostly attention was paid to the current economical policy of privatization in Georgia. The Minister represented four types of privatization, which are declared by the law. The discussion was dealt with the advantages and disadvantages of the process of privatization.

The topic created interest in SG students, they made an emphasis on the transparency of privatization and on the strategic economical units of Georgia.

Mr.G.Khaindrava George Khaindrava, State Minister, visited the School of Government on June 8, 2005. He discussed on the issues of regional conflicts and its possible settlement processes.

Mr.D.Rakviashvili Spa hosted David Rakviashvili, President of Caucasus Travel. As the Chairman of the Board of the GIPA Mr. Rakviashvili is well acquainted with the general problems and interests of the students, thus during the meeting many vital issues were discussed including the summer camping, mountaining, sport activities and etc.

Mr.N.Gilauri Spa hosted the Minister of Power Engineering, Nika Gilauri. The dialog reflected great interest of SG students related to the problem of energy supply in Georgia.

Dr.Richard Pipes Harvard Professor Emeritus of History, former head of the CIA's "Team - B" to review strategic intelligence, editorial board member of the number of international scholarly journals, and a distinguished analyst of the Soviet, Russian and Caucasian affairs, Dr. Richard Pipes visited the institute to speak on the process of national security making in the United States.

Mr.G.Arveladze Giorgi Arveladze Head of National Movement, MP, GIPA alumnus visited the School of Government on May 17, 2005. He discussed about the Georgia's political course in relation to the conflict zones - Abkhazia and South Ossetia.

American media veteran Anne Edwards, who spent six weeks in Georgia preparing the press operation for the visit of US President George W. Bush on May 9-10, spoke to the CSJMM students on May 12. Edwards, who has worked for US Presidents Jimmy Carter and Bill Clinton and also for top radio and television networks in America, shared with the students the planning that went into the visit. She also advised them on how to cover such visits when one-on-one contact with the US President was not possible, and explained how decisions were made on who in the media would have access to a visiting US President.

The British Embassy and Caucasus School of Journalism and Media Management organized a training seminar on environmental and energy issues with CSJMM students on May 8-13 and one-day workshop for a mixed group of journalists and students from the Department of Journalism at Tbilsi State University on 7 May. The trainings was conducted by British trainers (BBC) Tim Grout-Smith and Lilia Poberezhskaya. Sponsor - British Embassy in Georgia.

Former president of Estonia Mr. Lennart Meri visited School of Government on April 21, 2005. He delivered the lecture on the theme "Estonian politics and foreign relations".

Mr. Lennart Meri answered students' questions regarding different international relations issues.
April 13-15, 2005
On April 13-15, 2005 three-day workshop has been organized and conducted by Zurab Zhvania Institute of Public Affairs in order to make the merger to assist both organizations to be more effective in building a wide-ranged and inter-disciplinary approach to rural development in Georgia. Participants included all the staff members representing various GIPA programs, as well as representatives of US Embassy, US Department of Agriculture, Foreign Agricultural Service, Moscow, University of Georgia, USA (UGA), and independent experts. The meeting was facilitated by Dr. R. Brooks, UGA.

It has been stated that Zurab Zhvania Georgian Institute of Public Affairs will direct the existing and newly acquired expertise for Identifying encouraging and facilitating the development of economic opportunities in rural communities through working with AgTech Schools and other constituencies, via implementing various educational and other projects.

The results of the workshop and the importance of merger once again were underlined and greatly appreciated by Ms. Betsy Davis, Deputy Director, Development Resources Division, USDA, Mr. Lawrence Barbieri, Development Resource Specialist, USDA and Dr. Giorgi Margvelashvili, Rector, GIPA.

British Council and Studio Re hosted students of Caucasus School of Journalism and Media Management at the British Council for the screening of a documentary about Karabakh produced by Studio Re's Georgian journalists and their Abkhaz counterparts.

Studio Re's Michael Mirziashvili provided an interesting insight in the production process, and answered students' questions.

GIPA Georgian Rural Development Program conducted Strategic Planning Conference. During three days, presentations, project-proposals and future goals and structure of GRDP were discussed. The meeting was attended by experts from USDA, US Embassy in Tbilisi, Georgia, as well as invited experts. The meeting was facilitated by experts from UGA.

Zurab Zhvania Georgian Institute of Public Affairs gave a reception party for launching its new - Georgian Rural Development Program. High-rank representatives of governmental and non-governmental organizations and US Embassy were among the invited guests.

The launch of Georgian Rural Development Program took place as a result of merging the Georgian Rural Development Program funded by United States Department of Agriculture (USDA GRDP) and Georgian Institute of Public Affairs (GIPA) for mutual organizational benefit and effective development of rural sector in Georgia.

The reason for merging USDA GRDP and GIPA derives from the scope of activities and interests of these two organizations. USDA GRDP has been involved in rural development in Georgia and has several successful ongoing projects. GIPA is involved in education/training programs in journalism and public administration including local government administration; and is currently developing its urban and rural development capacity.

On the 56th anniversary of NATO, GIPA hosted the State Minister of Georgia on European and Euro-Atlantic Integration Mr. Giorgi Baramidze, the Ambassador of the United States of America Mr. Richard Miles and the Ambassador of Bulgaria Mr. Ivaylo Brazitzov, which is the Contact Point Embassy of NATO to Georgia.

During the meeting the students had an opportunity to listen to the presentation of the guests on Georgia's prospects towards NATO integration, NATO-Georgia relationship and they took part in the discussion on the above mentioned issues.

Georgian MPs, the government officials, civil society and Alumni Members attended the donation ceremony on March 24, at the Zurab Zhvania Georgian Institute of Public Affairs. The Head of OSCE Mission to Georgia, Roy Reeve, donated almost 4,000 Euros worth of specialized up-to-date textbooks on good governance to the School of Government.

Many of the post-graduates who were trained at GIPA went on to work in the civil service. The OSCE Mission supports the strengthening of democratic processes and institutions in Georgia and hopes this addition to the GIPA library contributes to the above mentioned aim.

The Caucasus School of Journalism and Media Management held a graduation ceremony for 16 students who completed the school's Georgian-language media management course.

The ceremony was held Friday, March 11 at the IREX headquarters building in Tbilisi. Several Georgian media professionals were on hand to see the students present their multi-media final projects.

This was the second Georgian-language media management class to graduate from the school.

Veteran BBC television correspondent Mr.Russell Isaac Veteran BBC television correspondent Mr. Russell Isaacs vistited the Caucasus School of Journalism and Media Management and shared his experiences as a conflict reporters in such areas as Falkland Islands, Afghanistan and Iraq.

Now a trainer for Thomson Foundation specializing in conflict reporting, Isaacs urged the students to remember there are alwasy two sides to every conflict and to always strive to report both sides.
