Governing City

GIPA Publishes Text-book for Its' Local Government Program and makes the Book Available Electronically for Wide Use Starting December, 2002

The School of Government (SG) is working towards advancing the academic process within its Georgian language Local Government Administration program. However, lack of Georgian language textbooks and reading materials is a serious impediment for maintaining high-quality academic process. In order to make each class and course effective and efficient initiative is required in creation and publishing of Georgian language textbooks and support materials. An example of such effort is newly published book of GIPA titled, "Governing City".

Beyond introducing quality textbooks in the area of local government administration for excellence in academic process, LGP's purpose is to assist building internal capacity of reform implementation at the local level in Georgia through providing local government and self-government leaders, administrators, and managers with access to Georgian language literature/resources/guide, necessary for effective decision-making, planning, and management procedures. This is why LGP places electronic version of the book on the web (www.lgic.info) to make the book accessible for all interested parties starting December, 2002.

The book consists of 200 pages and the following six articles / chapters on various subject matters related to the subject of city governance are proposed in this book:

  • Public Participation in Local Governance
  • Financial Aspects of Decentralization
  • Georgia's Local Budgets
  • Urban Policy
  • Aspects of Urban Development in Georgia
  • Self-Governance: Experience of Western Countries

It is important to mention that five authors among six are LGP faculty and staff. Specifically, the Editor and co-author of the book is:

LGP believes that this one of challenging and important spets towards accumulating high-quality local government resources in Georgian langiage and hopes to continue this initiative by introducing other books and materials in the future.
